It sounds like the premise of a dark, over-the-top action film — but federal authorities say it was very real. Two young men from North Texas, just 20 and 21 years old, are accused of plotting an international massacre that prosecutors describe as both calculated and horrifying.
According to indictments unsealed by the U.S. Attorney’s Office for the Eastern District of Texas, Tanner Christopher Thomas of Argyle and Gavin Rivers Weisenburg of Allen began developing their plan in August 2024. Their alleged goal? Travel to Haiti, invade the island of La Gonâve, kill all of the adult men living there, and enslave the women and children who survived.
The plan, investigators say, wasn’t merely idle fantasy. Court documents detail months of coordination — the pair allegedly researched weapons, mapped travel routes, and sought to purchase a sailboat to transport their “expeditionary force.” They were also accused of attempting to recruit vulnerable people experiencing homelessness in Washington, D.C., offering them roles as mercenaries in exchange for food, shelter, and vague promises of power.
Prosecutors say the men expressed a belief that the island’s isolation made it an “ideal” target. They allegedly studied Haitian Creole and monitored the country’s political instability, believing the chaos would make their operation easier to carry out.
In the most unnerving detail, investigators report that Thomas enlisted in the U.S. Air Force during the planning phase — allegedly to acquire combat training and tactical skills for the mission.
Their arrest in July 2025 ended what authorities describe as a violent, extremist fantasy that veered dangerously close to real-world action. Both men now face federal charges including conspiracy to murder, maim, or kidnap people in a foreign country — an offense that carries a potential life sentence.
This case has left many in North Texas stunned. How could two suburban young men — one from a quiet, affluent town like Argyle — become consumed by a plan so extreme, so brutal, and so detached from reality?
Federal officials say the investigation is ongoing, and additional details are expected to surface as the case moves toward trial. For now, the shocking allegations serve as a reminder: sometimes the most terrifying plots aren’t found in fiction — they unfold in the real world, quietly, until someone steps in to stop them.
